Hi. I am a service technician at a stihl gold dealership. The oil pump on most of the stihl saws is driven from a plastic worm gear with a rod coming off of it that fits in a groove on the clutch drum. Check the worm gear, over a period of time it gets worn and the worm teeth strip. The worm gear costs about 10-15 dollars depending on where you go, also check the oil port where the pump feeds the oil into the guide bar, it can get plugged up with sawdust. stihls without and adjustable oiler do not use alot of oil, normally about half a tank of oil to a full tank of gas.
