Umm, the horsepower of the engine is off. It would either be a 1 1/2 or a 3 hp engine. The information would be on the governor side plate under the magneto. Value really depends greatly on condition and other small observations. before rolling the engine over make sure the exhaust valve is loose. This will safegaurd the rocker arm from being broken. Is the ignitor loose? Is the mag there and loose? Roll the engine over slowly and watch the armature in the mag to see if the shaft is turning. Is the oil pan holding oil or is it rusted through and letting the oil into the gas tank under it? On a cart or just skids? Value could run from $150-200 all the way up to $1800 depending on many things. Pictures and better information can really help narrow the range down. Sorry I couldn't help further.
