That is probably Hughes and specifically the satellite you are on. They have several programs and some of the older ones, and the satellites they connect to, are slow during peak times. The new ones don't do this. They have what's called "Gen 4" that is always fast, it costs money to upgrade though. Every provider has this type of problem, but with the satellite vendors, they can't just add new circuits in to fix it like a land line company can. I used to have the DW6000, then DW7000, then their HN modem, here at the farm. All eventually became slow. Currently the new Gen 4 is always really fast. I've not seen any slowdowns with it.
