tef 20 injection pump

Help! I own two non starting/running tef 20 diesel tractors, and they both seem to suffer the same problem. They have both been sitting in a barn for 20 years gathering dust, and have not been used. They have had the diesel system flushed with clean fuel. They have been turned over on the starter and diesel has been emitted from the bleed screws on the injector pump. However, once the injector pipes are cracked open, there is no sign of any diesel. What could be wrong? I have removed the inspection cover off the sid eof the pump, and noticed that the tappets do not seem to be touching the bottom of the springs. Is this normal? Any advice would be greatly appreciated.
