Your description of having to have the choke on would indicate a fuel problem. Do you have a good flow of gas if you disconnect the fuel line at the carburetor? Did you check the fuel filter going into the carb? After that I would take the drain plug out of the bottom of carb and check fuel flow there. What are you checking the voltage on the coil with? The points open and discharge the coil so you would not have constant voltage on the wire going to the points. My vote is a fuel problem.
