i bought a to-35 from a guy with a complete rebuilt motor,done by a napa machine shop,the governor does not work i have done the steps in the manual 2 times ,there is no motion on the governor rod it does not push when you throttle up with my ford you can grab it and push the governor rod and feel it push back down the massy is dead no force is felt am i right that it has to be internal under the cover,with the governor assy itself i am going to split the front and remove cover what should i look for,what can go wrong it is a new governor,what are the steps to put one in ,thanks
