They might, they were made separately. There is a wedge ring (not complete as has a small gap in the circumference) fitting round most of the wheel on the inside between the steel rim and the cast iron wheel, i.e. they fitted the steel rim on the cast iron wheel, the wheel locates the rim on the outer side and then the ring-like wedge is driven in the gap on the inner side of the wheel. Getting the wedge out would be an act then if the ring comes out in one piece you could probably drive it back in again.
