Didn't scratch around much, but if that's the Mercury from Chicago they also built the Bulley industrial tractor Chicago used for some snowplows etc. in the same years. Several hits on Bulley tractor but nothing in the few I looked at identified engine (probably used same 2 and 4 cyl engine as the truck per a 1917 ring catalog: 41/4 bore, 5/16 ring, 3 ring piston on both 2 and 4 cyl). That catalog set up by ring size, and for Mercury/Bulley ring size no engine builder's engine listed matched above specs; maybe made own?? or bought from another car builder??
