If this tractor has been sitting in the weather, there is a chance you have a cylinder or two filled with water, i have had water blow out of the exhaust manifold on mine after a good rain. Maybe a good suggestion is to take the head off for cleaning the valves and removing any water and rust buildup from the cylinder walls. So when it does become free, there is less chance of breaking the rings, trying to slide over the rough surface? The PTO option could work if its a final option, but if the russian does not turn, something in the driving PTO line might let go or snap a gear tooth/cluth surface/shaft spline spline. One thing to check is if there is a left tranny side PTO, and it is in neutral? If the rear PTO is in gear, you will increase the strain of the engine trying to turn,espically if the PTO is in the "ground speed" position and another option is that a PTO shifter is partially engaged, and locking the driveline? hope it helps
