Charles I have been using rustoleum rust converter for years. as long as you keep it in it's place it works great. You must clean the surface fairly well but not to the point of sand blasting. any loose rust will be harboring moisture so you will get rust pushing the coating up in a year or two. I use it mainly to hold the advance of rust on something that I know I won't be able to do a real good job on for awhile. If you have a surface that has gotten pitted by rust it's doubtful that you will get them clean enough to keep them from bubbling up unless you sand blast.
