Those Stroberg NAR-XX carbs are great, but with a venturi that large and these poor flowing tractor heads it's hard to get enough signal to make them work well.
I know it's for a big Case engine, but I've got a feeling that a #9 is going to be simply to big. Yes it'll run and it'll make power but I bet you'd be better off with a little smaller one unless you're running verry high RPM, the engine just won't pull hard enough to make one work at low speed there won't be enough airspeed and it's going to fall on it's nose.
I've had various carbs on the flowbench to see how much air they really will move and tested a lot of different modifications to the Zenith carbs like the 7700 combine. Even a #6 Stromberg will move more air than just about any of the Zenith's with a lot of modification.
Just say you're 900 CID at 2000 RPM, those Case heads are just not going to allow for a verry high volumetric effieiency rate. I bet a #7 Stromberg will work better than a #9.
I also have a brand new Stromberg NAR6B available, that will support way more than any of the Zenith's will.

Although he himself has never actually owned or restored a tractor, he was always enthusiastic and always around helping with other peoples projects.
