Sounds high, different things on some of those compared to a IH were. Ball bearings in the fork, hiem joints on the throttle link. Fork with a closer sized spring hole and also the in the lever for the other end of the spring. Different throttle tube and shaft. If I remember correct the fork spring hole is located so the spring has a little different leverage pulling the fork. Weights are pinned different than a IH. May be something I forgot. Could be argued if some of the things in those governors helped or not over a IH. M&W also sold a two weight governor at one time.
