I live in the rural south. In my lifetime I seen where the mentaly ill and mentally retarded lived in the remote mountains much like depicted in the movie deleverence . We then decided to build hospitals and homes for those with conditions as above . Then we decided it was to much a financial burden and closed hospitals insurance cut treatments and we put them homeless on the street or try to main stream them into society where instances outburst etc. get them made fun of and emotionally even more disturbed. I am not saying all mental issues are people who want to harm others in most causes this is not the situation however a person who has no conscience or no ability of understanding that they are harming someone or something as in Lenny's portrayal in the noval of mice and men have to have some isolation from society to ensure no ones harmed .jmho
