I know you didn't ask my advice so won't give it but will give an opinion on the cause because I've seen it happen before. Used and sometimes even new car dealers will send their small fix-it-up jobs out to the cheapest yo-yo in town to keep their need to sell price down to make their commission higher. I have seen this very thing happen because the yo-yo will spray anything he has lying around on there for clear or just laquer the thing without any clear because he's doing it so cheap in order to get the dealers work in the first place. I've seen it happen to brand new cars sold as new with no disclosure at all. Was managing a Mopar body shop and wouldn't lie to customer about cause of his 2 yr old hood flaking paint off. Sales was busted for a free-bee. Car sat in a lot by a building that had burned and skorched a bunch of new cars paint. Idiot re painted them. You know the rest. All doccumentation was right in the dealer file on car. Happens at every dealer. All the crooks are not just in the Whitehouse.
