If you have already primed it your a little late with your question. With antiques the less you do to them the better unless the item is really ragged out. I doubt if there is much of a collector value for a reel lawnmower. I think anyone that has ever used one would like to forget they ever existed but you can still buy new ones for the greenies. What concerns me with your project is you say there is rust after you primed it. I don't think the project will have a happy ending unless you take the primer you used off and clean the rust off. It will continue to rust under the paint causing the paint to peal off.
