fabricate a "pick" from a length of 1/2 or 5/8 inch cold rolled steel bar, grind the end round. go thru the fuel tank filler opening and push the dent from the inside out. takes time but works good. if you have a local body shop, take i over to them , they can use a stud welder and dent puller to caress the dent out. it spot welds studs to the dent and then a puller is attached. i would not drill holes in the fuel tank to pull dents.
