I too have recently acquired a Senator tiller (model 10-460-13), originally bought in October of 1966. I also got the "owner's guide" for it that shows the belts. It works pretty much like you said. In forward, the control rod from the handle bar goes "over center" and locks in place. That holds the flat pulley against the forward belt. But for reverse, you have to pull the control handle back and keep the pressure on: it doesn't lock. I guess you don't stay in reverse very long. On mine, the reverse belt is missing and the forward belt is a 0.380 x 33.500 inch size. That may or may not be original belt size. The owners guide -- which incidentally calls this a Gilson with the same model number -- only has part numbers for the belts; not sizes (1110 fwd; 6163 rev.) Whoever had it before had another forward belt where reverse is supposed to be and then for some reason mangled the short link rod that goes from the bell crank to the idler arm. I'm in the process of trying to straighten the link rod and replace the forward belt and see if it will operate. If I can find out the belt size, I'd also like to restore reverse. I got the 4hp B&S 100200 working today ... just needed the points cleaned and a new fuel-pump diaphram.
