I had the same problem years ago on a 1650. Oddly enough, I gave up and came back a day or two later to try again and it nearly spun off by hand! It turns out that when I gave up, I had parked it facing downhill such that the filter housing was also angled down from level, where it is normally angled up. This may have allowed oil to soak the threads and old o-ring, where it would normally drain back into the reservoir. I did rap the housing lightly with a brass hammer the first day I tried to remove it, that may have helped also.
