Does the valve return to neutral when the cylinder stops? Can you make the cylinder move to the end of it's stroke by holding the lever in the direction you want the cylinder to move? May be a bad check in the right side control valve, Just guessing at this time. I would tee a gauge into both lines going to the cylinder, if pressure equalizes before the cyl. reaches the end of it's travel the valve on that side will have to be dismantled to find the problem.
