On the back of the valve bank is a screw with a jam nut on it. The one that goes to the hoses you're using is the one you need to adjust. Loosen the nut and turn it in to make it a smoother/slower drop. Out to do the opposite.
Not sure there is much that can be done about the fast raising other than feathering the controls, unless you maybe use a bigger (diameter) cyinder that takes more oil to fill and extend.
