Ed - I am 99% sure you can not get a new axle for a 9N/2N tractor... That being said, replace the outer seal is a chore as you have to pull the outer axle bearing and retainer to change that seal. I did it to my 2N and greased the bearings and install sure seals instead of letting the oil lube the bearing and count 100% on the outer seal.
