Put the bolts back in - they hold the pump in the tractor!!!
First step is to verify the spool is moving full in to full out. The spool is in the base of the pump directly below the PTO shaft - see picture. Working through the inspection port push/pull on it to verify that it is moving in and out of the hole in the base of the pump.
If becomes necessary to remove it disconnect the linkage from the "T-thingy" on the end of the spool and pull the spool out of the hole in the base of the pump. I have never tried to do that through the inspection port but it shouldn't be too difficult.
