Ya never really know but if it was me, ask the person selling it if they know if its stuck cause it was run out of oil and seized or if it ran and sat so long it is just stuck. I don't like the tranny it has, but ask what they know about it,its not a cheap fix. The rear tires look flat and probably bad shape and should have had cal-chloride in them. Are the rear rims now rusted out? Is that front axle broke or wore out. Just remember most tractors with loaders in this condition were used like two rented mules. If I really-really wanted this tractor and I had the time and money and it will take both from what I see offer $500 and I bet they take it cause as it sit it no more then a obstacle to mow around. good luck
