Have to pull the carb off. Pretty easy, unhook linkage, take gas line off (shut off at the tank first!), pull the air hose and unbolt the two bolts holding it to the manifold. Take it to the bench to work on it. Drain out the carb and remove the screws holding it together. Turn it over and you can see how the float works, it should be 1/4 inch clearance (when upside down). I'd pull the float off (just held in with a pin, pull it out and the float comes free) and check to see that there is no liquid (gasoline!) in it. If so replace the float. Don't bother trying to patch it (don't ask me how I know this!).
But since you have it apart anyway you might want to do a rebuild. Get a kit and at least replace as much of it as you can and new gaskets, and get a carb cleaner kit to soak it in to clean it. I found the cleaner in a gallon can at the local auto parts store. The jets are sometimes a booger to get out and our resident expert GB (Gary) says to leave em in rather than mess it up. Your throttle and choke shafts are probaby worn or at least the seals are leaking air. I have a 9N and an 8N and both had that problem. The choke might not be installed right or the spring is broken on one or both (yea, has that problem too).
Someone might chime in here with some pics, or maybe the master will respond (Gary?). He was a big help, he offered to help, I called him and he guided me through the first one I did. It was actually kinda fun, don't tell the wife, she thinks I was out there working hard.
