I admire your dedication to remain 6V/+ GRD as it was in the beginning. I am thinking your VR is fine and that you possibly have a bum wiring issue. Usually new VRs require no adjusting out of the box. If you go to the other Ford Tractor web site, they have most all wiring configs in downloadable pdfs. If you do not know about teh web site -email me for the link. They won't let me post it here. Anyway, did you polarize the generator after installing all those new parts? Whenever you disconnect the battery and then hook it back up, polarize the generator. Also, most reputable starter/alternator shops will bech test all your components FREE. You can take your battery, generator, coil, ammeter, and VR to them and they will test and if all is good tweak everything just right. That means the VR if needed, and the third brush if your genny has one. Then don't muck with the settings. To reinstall, mount all components, but leave battery connections last. Get the wiring connected, then double and triple check it for correctness. Like I said, it sounds like your wiring is incorrect. I'm not critricizing nor questionng your abilities, it's just a possibilty and we all make mistakes, no matter how many times we have done a job. email me...
