I'm not seeing the problem. I don't have a TOH puller set, but I imagine you're using a stepped hockey puck in the bottom of the sleeve to pull it. The puck does all it's pulling on the outside edge and your OD hasn't changed. Just eyeball the puck on center and pull the oversize sleeve. If you can't see or feel when it's centered, wrap a couple of rounds of duct tape on the puck's smaller id. That should take up the .060 overbore space.
