The 9N, if they used the original neutral safety push switch when they converted

it to 12 volts, has a mechanical push button switch as opposed to a solenoid.

If you are getting power to the lug on top of the starter, that is at least making contact.

If it is in fact battery voltage at the starter lug, not something less, I would

look for a bad ground to the starter.

You could try grounding the starter case to the frame with one lead of a pair of

jumper cables and see if it will crank normally then.

Bad connections are a major culprit. Both ends of each battery cable, the area

where the starter case meets the bell housing, etc.

If you have battery voltage to the starter, and ground it and it still won't crank

I would have the starter tested.
