I am not sure exactly what you mean by holding draft lever down but I assume you mean the one under seat? but I can answer a few of your questions. first,yes position control will cause it to snap over,but you will have to hold control rod to rear like it would be when installed. second that is correct, position control has no effect when in draft mode. several things and several linkages can be worn,or bent.most common on the ones i've had apart is the draft plunger seat and linkage rod,and of course the cam follower pin is a common point of wear.seat must be flat,and control draft linkage rod must be straight before any correct adjustments can be made.and any adjustments/repairs must be made to draft control mechanism before position control linkages can be set correctly.what does your cam follower pin look like? I would strongly suggest zanes adjustment jig,the instructions alone that are included with it makes it a bargain.and it makes adjustments very easy to understand.
