Took the rear wheels off my 1950 8N for the first time. The left brake drum has a spikey metal ring around the outside (right drum doesn't have one). It serves no obvious purpose and is, in fact, broken. I&T shop manual doesn't show it. Parts lists don't have it. Other 8N restoration pics don't have it. What the heck is it?!
