You have two control valves, intake control valve opens intake to pump & it sucks oil & sends pressure to lift cylinder. The other is exhaust control valve & it opens to allow oil to drain out of lift cylinder. Sounds like it isn't exhausting. Remember, only gravity applies any force to lower arms.....might try a bit of weight on it before digging too deep.
