We really do need to know what it is, because if the simple one-fix-fits-all suggestions do not work, the operating parts of the pump & the control linkage are different. Anyway, the first thing to check, regardless of model is the fluid; do you have enough of the right type & does it have any water in it? Next, pull an inspection plate & stick your hand in the pump base w/ the engine OFF; is it full of sludge? If so, the exhaust valve could be clogged. A good cleaning by washing them out w/ kerosene, removing the sludge & replacing the old fluid w/ the correct level of Ford/NH 134d or the originial spec 90w mineral oil (GL-1 is close) never hurt any of these pumps, 2N, 9N or 8N.
