A 9N doesn't use a solenoid in the original configuration. It has a small starter switch on the back side of the steering gear. The starter button is purely mechanical pushing a rod activating this switch. this switch I don't believe is 6V or 12V related. Now if your 12V conversion in fact makes use of a starter solenoid I would jump the battery terminals of the solenoid and see if the starter spins. My tool of choice to jump is a medium channel locks. If it uses a solenoid and need a new one I would buy the 12V as this is what you are running. The big terminals of the solenoid won't care about voltage but the small one probably will. To answer your question No the voltage of the solenoid won't hurt the starter. On the coil issue the question will be is it a 12V or 6V coil. If it is a 6V coil there should be 2 resistors. One to drop 12-6 and the original ballast resistor to drop 6V to a lower coil saving voltage. I believe a 12V coil will still need the original ballast resistor but not the dropping resistor.
