8N Draft Control

I used my bottom plow this morning with the lift in the draft (horizontial) position. The draft worked great. However, the plow would not raise out of the ground when the lift lever was in the up position. To get the plow to raise, I had to put the draft control lever in the vertical position. The plow would then raise out of the ground, then make the turn, put the draft control lever back in the horizonital position (a pain). Is this normal procedure? I was thinking that even in draft mode when the lift lever was raised to the fully up position, the implement should raise. Insight is appreciated.
