Ya, we have three Vistas, the one with a cab always tilts fine, but if you don't keep them inside, they will eventually freeze up. I think if you take the screws out of the molding that holds the corrigated plastic covering on you can get in there and see what's supposed to move. I think the whole thing has to turn. It needs a lot of WD40 if you get it to move some, eventually you should be able to get everything free again. They were famous for locking up over time and usually ended up with the lever broken off, then they would really freeze up without being used for years.
