Sir, You have one of two problems. First problem might be the fuel flow from the tank. The second problem might be the needle not opening enough. Clogged carb passages have nothing with fuel flowing from the carb bowl drain. Most of the time the fuel is not getting to the carb.
I generally set the TSX97 float setting at 5/16" above the gasket, as a starting point.
The best way to check the fuel level on a carb is to turn in a "1/8" pipe adapter to barb fitting" where the bowl drain is. Attach a clear tube to the barb and mount it vertically. Now you can see the fuel level inside the bowl. The fuel level should be half way between the two horizontal ends on the carb"s cast in reverse Z shaped figure, on the bowl. My personal setup is the brass barb fitting on a black fuel hose, stripped over a hollow 1/4" glass rod, with a magnet epoxied to the glass. This setup works well to get the fuel setting perfect. It also gives instant indication of fuel starvation when you open up the throttle. If you whomp the throttle and the fuel level drops; it is time to start checking either the float, needle and seat; or checking upstream.
