I have a 58 Massey and have had it tore all the way down. All the governor is (in a continental G176) is a ring with big ball bearings in itwhen the motor revs up the centrifigul force pushes the ball bearings out and pulls the motor back and so on your throttle should be hooked to a bar coming out of the front of the timing cover and then it is in turn hooked to the carb. the only thing I could think of is your ball bearings are wore out and are hanging up but I really don't think that is possible it is probably in your carb. look through the posts for a guy named Big Dean he has a web site and was a MF mecahnic for a long time he has helped me a time or two.
