if your motor loads you have pressure may not be the right amount,your problem sounds like something is wrong with your remote valve according to what you have already checked,I'm assuming your tractor has and auxiliary pump and not being furnished fluid from a diverter valve on the lift,remove the 2 lines that connect the valve to the transmission case,next take a hyd. hose with male coupling ends on both ends hook it into the couplers on the tractor this will make a continuous loop,take an air nozzle and blow air into the the pressure side of the valve that you disconnected from the transmission air should come out the other side ,now move the control handle to up or down position air should still flow thru the valve and hose and exhaust thru the open return port if not something is checking the flow,i had a male coupler ball spring to brake disc would only raise or lower a small amount then check,when it broke it couldn't hold the opposing ball off it's set and would check fluid flow
