p.valve is in front of the steering hand valve, behind engine valve cover. If everything else works, probably not the problem. It is designed to keep steering and brakes working during failure. Get an extra set of eyes on the bottom end of the quadrant lever. When rotating between draft and position control an eccentric is engaged to "change" the operating mode. This assembly is good for locking up, "sticking" and in some cases breaking. The eccentric works in a cast yoke that is religious for breakage. I had machinist make these yokes out of 1018 steel and added a grease fitting for easy lube.If this is working your problem may be internal. I've owned an 1100, two 1130's and an 1105 since the late seventies. Nothing is bulletproof, but with 28000 hours total, I've only opened up behind the clutch five times, to replace a trans bearing, a pto clutch pack, a park pawl and two multi-powers. Failure of the small shaft coupling between the transmission and the center housing would cause the hyd pump not to work and would shut-down all hydro systems. However I do remember a neighbor with an 1100 that everything "went slow" as his coupling was very worn but still gripped enough to turn at a slower than normal speed. The pump is a cessna and located under the floor pan. Suspects could be an o-ring, relief valve right on up to the pump itself. Since only the 3 pt is inoperative, I believe your problem is smaller rather than larger. I know they are few these days, but my best resource was an MF territory service rep who retired and then went to work in a dealership. Unfortunately he is long gone now.

He was a farmer by birth and a farmer by choice, and like many returning soldiers, he was our silent hero: without medals or decorations, but with a certain ability to survive. It was on his farm that I learned to use the combination hand clutch and brake on a John D
