Cylinder full of water time to pull the head and oil pan and cross your fingers. No matter what you have to get ALL the water out of the cylinder for any thing to work but I bet you find a lot of rust in that cylinder so it will be time to pull the rod bearing and hope you can push it and the piston up and out of the block
