I don't think the throttle has a spring on it at the carburetor. The choke does, but not the throttle.
If you push the throttle lever back by hand will it go any lower? Is the adjusting screw in place on the carb for idle speed? What about with the governor linkage removed, will it go back to idle then?
Yeah, you can't set the timing at all if you're not at idle, it starts advancing pretty early, at least my 35 does. Got it timed the other night, it sounds really nice!! Still got a carb issue, not getting enough fuel when you snap the throttle open, carb was soaked in carb cleaner for 2-3 days and all new parts were put in. Anyway.....this is Matt's post, back to your idle problem.
