Oh Matt, here we go about the coffee can full of old springs again. After rebuilding the TO30, I had an assortment of springs in different directions until I could tame the idle down. I 'think' the governor springs you have been dealing with are the ones pulling the throttle butterfly back too... how many fergies you got? How many carbs you have? I've got a little trick. One 'extra' carb, $25 at a swap meet, rebuilt it, adjusted to make any engine run perfectly by getting everything around this carb adjusted as best as possible. Then put your resently rebuilt carb on another engine that is otherwise running perfect... make the carb adjustments from there... and maybe no need to swap back? cause now, you have 2 nice running tractors...or atleast an extra preset carb waiting for next time...sorta thing...
