bought a tractor that had the engine completely rebuilt,from a napa machine shop owner could not get governor to work ,i thought no problem i would just adjust it up well 2 days later and i can not get it to work,i followed the manuel,all the steps ,,,,,,when you start the motor and hold the governor shaft that comes out of the front block there is no force when you rev up the engine am i right that as the engine comes up in rpm that shaft should pull back there is nothing there that rod is dead,it is a new governor asyy can they be put in wrong is there a common problem i can look for ,i am ready to split the front end and take front timing cover off to see whats going on any advise
