I had something similar going with my JD 630 and it was caused by the carb. I would make sure I had a good stream of gas coming out at the carb first and then put in the working carb from you other tractor. You could also put your carb on the working tractor and see what happens there. Either way I would start with the simplest solution and work to the most complex/expensive solution which experience has taught me is the best methodology for old two cylinders. Have you checked your air cleaner bowl? Found one of mine full of water and gunk one time which will also cause similar issues. Has to be one of three issues: not getting proper spark, air, and/or fuel. Good luck Aussie Ken.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
