It sounds as if there is blockagae in the fuel delivery(valve, line, sediment bowl). Remove the fuel line form the carb. You should have a healthy stream of gas coming out. If you don't then there is blockage. As for the increase in RPM's, the governor is hanging up. Since being a tractor form the 60's the linkage from the throttal to the carb and governor needs to be replaced / rebuilt / adjusted to the proper length as stated in the service manual. I had simular issues with my 2010 a couple of years ago and I could not belive the difference in the way the tractor ran after I replaced and adjusted the linkage.
