Farmallb. Heat the area where the bolts are with your Oxy acy torch. Small cutting tip works good. Get it good and hot not red hot tho. Take a 3/8 nut. Weld the nut to the broken bolt stud. Fill nut with weld to the top. Let it cool off. Turn stud out with wrench . Wire feed welder works very well. Retap with 5/16. I'm sure its 18 tpi. Check yourself first. Just a standard 5/16 machine screw. They had a screw that the head takes a special driver cant think of the name right now but it looks like two v's stacked on top of one another. If that helps. The weld will not stick to the steering pedestal as its cast iron.
