The liner seals or the liners have started to deteriorate,This is caused by a combination of old age,possibly the wrong coolant, or the coolant not being changed regularly, or additives kept up. The holes are "weep holes" They are there to let any coolant that gets past the seals leak out rather than down into the crankcase. You can continue to use the tractor for awhile,just keep an eye on your oil level and color.You don't want antifreeze in the crankcase. It will eventually have to have the seals replaced which means a tear down. You may be lucky and just get by with seals,but there is the possibility the liners will have to be replaced, or worst case scenario, the block will have to be repaired or replaced depending on the amount of corrosion damage.
