As Kent mentioned, adjusting the rod on the linkage under the dash should achieve more clamping force on the PTO clutch disc...............
The three bolts you refer to that connect/thread into the PTO pressure plate are set/adjusted during assembly of the clutch to achieve a specified height on the PTO clutch fingers............there is a SMALL chance they weren't adjusted properly during assembly and by adjusting them(counter-clockwise) equally you may be able to gain additional clamping force, THAT IS if you can even access the lock nut for the bolt(I've never tried it before!)............
