3020 lp backfires and dies at full throttle

I have a friend who owns a 1967 JD 3020 lp with powershift. This tractor runs fine until you open the throttle past the stop, and within a few minutes will begin to backfire and will eventually die (especially if under load). Sometimes you can get it to keep running if you pull the throttle back to idle as soon as you feel it bogging down. Otherwise, you have to wait a while and then it will start right back up and run fine. It has an aftermarket regulator on it but has a new kit in it. Could this be because the fuel is freezing up? Why would it backfire so bad then (it blows oil out of the precleaner and all over the hood)? Also, this tractor starts hard even for a LP. Any help would be appreciated.
