Jeff, The ground wire you speak of connected to the starter is not a ground wire or cable, rather a normal hot 12 volt cable from one of your two batteries. The starter on these 24 volt systems are not grounded to the frame what so ever. Your problem is the starter solenoid has contacts within it burnt/welded together. Remove the complete starter and have it checked out and repaired. Both your electrical and draining problems will most likely be fixed by your starter repair. Good Luck, Dave W.
