The PTO clutch is integral with the traction clutch on the rear of the engine. Remove the inspection plate underneath the clutch housing and have someone operated the PTO lever while the engine is running at low idle. You'll be able to see how it works and how it's actuated, and determine if the problem is mechanical or hydraulic. The problem could be a failed PTO brake that is not stopping the shaft fully, and drag in the PTO clutch itself is causing it to turn continuously. Will the shaft always turn, regardless of load, or is it just turning constantly with nothing connected to it? There's several potential problems that can be happening. You're going to have to do some basic diagnostics and report back with what you find.
